Special Meeting


The Board of Selectmen held a Special Meeting at 2:00 PM on Monday, 18 June 2012 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectwoman Bonnie Reemsnyder, Selectwoman Mary Jo Nosal and Selectman Skip Sibley were present.


1. Approval of Minutes – Regular Meeting and Executive Session 4 June 2012
Selectwoman Nosal moved to accept the minutes of Regular Meeting 4 June 2012 as presented. Selectman Sibley seconded the motion.  SO VOTED.

Selectman Sibley moved to approve the minutes of Special Meeting Executive Session 4 June.  Selectwoman Nosal seconded the motion.  Selectman Sibley would like to add the fact that the Town's Insurance Company's attorney Tom Girard was invited into Executive Session along with Ann Brown.  Selectman Sibley moved to accept the minutes as amended.  Selectwoman Nosal seconded the motion.  SO VOTED.

4.  Old Business
a. Landfill Closure – Update
First Selectwoman Reemsnyder reported that a contract has been signed for the Landfill Closure with ET &L Construction, Corp.  They anticipate this to be completed by the end of October 2012.  

b. Blood Drive at Town Hall:  3 July, 1:30 – 6:00 PM  
First Selectwoman Reemsnyder reminded everyone about the Blood Drive from 1:30 – 6:30 PM at the Town Hall on Tuesday, 3 July.  There is a senior at the High School who has been diagnosed with Leukemia, and in honor of this, she hopes that people will think of the need to make a blood donation.  

c. Midsummer Festival - Reminder
The Midsummer Festival will begin on Friday, 27 July and continue through Saturday 28 July.  There will be no fireworks this year due to the High School renovation project.  


5.  New Business
a. STEAP Grant Application - Boathouse
First Selectwoman Reemsnyder announced that the Town will be reapplying for a STEAP Grant for the boathouse at Roger's Lake. Selectman Sibley suggested that there be a meeting with Greg Hack, Cathy Frank, First Selectwoman Reemsnyder and himself to go over the application.  There are also some safety concerns at the lake i.e. the condition of the docks that should be addressed.

b. Police and Youth Grant Award - $9,973
Officer Martin Lane reported that The Old Lyme Police Department and Lymes’ Youth Service Bureau have received a $9,973 state grant from the Office of Policy and Management’s Criminal Justice Policy and Planning Division.

The 2011-2012 Youth and Police grant will help fund “Operation LOL,” a police and youth program that will promote positive development and leadership in children and increase the number of police officers who work directly with the community’s youth.

The Selectmen thanked Officer Lane for his work in obtaining the grant.

c. Park and Rec – Request for review of Director's Salary
First Selectwoman Reemsnyder introduced Glynn McAraw, Chairwoman of the Park and Rec Commission and Bob Dunn, Commission member.  Ms. McAraw read a letter addressed to the members of the Boards of Selectmen and Finance from the Parks and Rec Commission regarding compensation for Don Bugbee, Director of Old Lyme Parks and Recreation. In conclusion the OLPR Commission requested that the BOS and the BOF fairly compensate Mr. Bugbee for Fiscal Year 2012-2013 by adjusting his salary to a 40 hour a week level or with a stipend of at least $10K to come from this year's Sound View Parking Lot income.

First Selectwoman Reemsnyder read the response to this letter from the Board of Finance Chair stating that salaries will be reviewed this summer / fall and recommendations will then be made for the 2013-2014 Fiscal Year budget.  Mr. Bugbee was one of the four employees that did get an increase effective 1 July 2012.  It is not likely that any increases will be made this year.  The Town did hire a cleaning company to take this burden away from Mr. Bugbee.  First Selectwoman Reemsnyder stated that there are several employees that need to be brought up to a level recommended by the salary study.  The salary study is being presented to the Board of Finance for the first time tomorrow.

7. Other Business

Selectman Sibley reported that the Selectmen had each received a letter from Frank Pappalardo of the Sound View Commission voicing some concerns.  Selectman Sibley asked that this letter be on the agenda for the next Board of Selectmen's meeting.

Selectwoman Nosal had received a comment from a citizen regarding the parking on Lyme Street during the Memorial Day parade.  In this citizen's opinion there was more parking than usual and she wondered if anyone could tell her why.  
First Selectwoman Reemsnyder congratulated all the seniors who are graduating tonight from Lyme Old Lyme High School including Selectman Sibley's son.  
The next Board of Selectmen's Meeting is scheduled for Monday 2 July at 4:00 PM.  

9. Adjournment
Selectman Sibley moved to adjourn the meeting at 2:49 PM. Selectwoman Nosal seconded the motion.  SO VOTED.
